[dns-operations] Can't resolve se TLD records

None of my DLV nameservers (9.6.0-P1: e.g. ns1.lbl.gov and ns2.lbl.gov)
can resolve records in the se TLD. Flushing the cache and restarting
named does not help.

Non-DLV configurations work normally.
