you could assert a compilation copyright.  (the constituent keys would
presumably remain the property of the TLD operators who created them.)

ICANN as a public benefit not for profit company incorporated in the
public interest should protect itself with a hold-harmless clause, but
it's hard for me to fathom any redistribution limits as "public benefit".
