Well, you could get it indirectly at

% wget https://ns.iana.org/dnssec/named_include.txt

as demonstrated by:

% dig @ns.iana.org . axfr | grep -i '^gov.'

More seriously, I'm told the IANA interim trust anchor repository is  
being opened for public beta 'this week'.  I'm sure there will be  
notification sent to this list when it is officially available.
