[dns-operations] HP.COM and NS record blacklisting

Hey all,

Does anyone know why HP.COM blacklists complete NS record sets from their 
recursors to stop resolution of certain domains?  This is the second time 
we've been thru this and cannot find anyone at HP that knows much. 
Basically they are entering static glue records to stop any name resolution 
on certain domains, which affects our customers from sending mail to people 
at HP.COM.
