Just a (very) dumb comment.  I've been following this thread but never  
understood what the acronym "ITAR" stands for. A quick search shows  
this for "International Traffic in Arms Regulations"!  It also stands  
for "Interim Trust Anchor Repository" which is what I'm sure is being  
referred to.

I find the first description much more ominous.
