Agreed.  Even unencumbered by the legal issue (IANAL, but I'm fairly  
certain dot-CA's agreements give us the power to withdraw a  
delegation) the most we have considered is simply advising the  
registrars that one or more of their registrants has an issue, and  
let them proactively take care of it if they so choose.  We just  
don't want the customer service hassle (which I expect would be quite  
expensive) of answering the flood of "Why doesn't my domain work  
anymore?" questions from people who just bought a $30 web hosting  
package, and have no understanding of any of the technical issues  
involved.
