A better way of putting it is perhaps to say what's required is for  
folks to justify the opex to -make- it happen, along with all the  
various OS and application updates necessary to make use of DNSSEC.

Deployment of anything, including DNSSEC, doesn't magically 'happen',  
unfortunately; deployments are performed by people, who don't deploy  
unless/until there's a good case in their minds to do so (nor are they  
automatically evil or stupid for not having decided such a case exists).
