If you've got two instances of a service, one in 81/8 and one in
213/8. For clients in 0/1, the 81/8 service instance will be
preferred over the other one.
The traditional UNIX resolver will forward whatever the cache returns,
and many (most?) caches apply a certain amount of randomness to the
address list they return, so that there's some load balancing.
