In what way (does it alter the behavior)?

There is this text after Rules 9 and 10:

    Rules 9 and 10 may be superseded if the implementation has other
    means of sorting destination addresses.  For example, if the
    implementation somehow knows which destination addresses will result
    in the "best" communications performance.

I don't see that this says that stubs have to return addresses in 
some order, the sorting is done by the application. If you are saying 
that the rule alters the way in which DNS "clients" choose "servers" 
- the snip above is the escape clause for DNS.
