[dns-operations] PGP key signing?

Thanks to everyone who had positive feedback for this idea. I talked to 
Sebastian Castro who organized the last key signing, and to Keith, and the 
consensus is that we should do it tomorrow in the first few minutes of the 
lunch break.

I've created a page for the event at biglumber:

If you're comfortable with uploading your key there click the link on that 
page that says "This event has a _keyring_" and follow the procedure. If 
you're not comfortable with that for whatever reason, or you don't have a 
chance to do it before lunch tomorrow, feel free to participate anyway, 
we'll just have to do it by hand.
