Yes.

It is not. What is proposed there is rfc 1918/3330 and v6 specific  
zones. I think numeric hostnames are out of scope for that document.

enough for what? RCODE=3 doesn't need any zone. RCODE=0, including  
positive responses that coantain: x.x.x.x A x.x.x.x need 2^32  
records, or some server side synthesis.
