I see the following potential problems:

* root name servers stopping to accept AXFR (AFAIK, they never
promised to provide this service for ever),

* more state in the recursor, so new failure modes,

* may be (see D. Malone's paper mentioned by Tony Finch) more traffic
for the root name servers (the "refresh" of the root is very small).
