That would be why I was asking for clarification.  I couldn't believe
anyone would really suggest for the record that there would be classes
of service on the Internet, so I figured I might have misunderstood.
Perhaps explaining to me the _philosophical_ change would get me to
understand better the practical change that is contemplated.
