[dns-operations] Cooperation from companies like cpanel to close recursors..

Well thats good, it would be quite irresponsible if cpanel did not comply.
Its only a matter of time before someone releases a prepackaged script that
will be as common as smurf.c. We need to get as much cooperation as
possible. I will send them an email too, not sure how much difference that
would make.
