Targeting is one thing - influencing is another.  Sometimes it's more  
helpful to break big problems down into bite-sized morsels.

Also, the nature of the DNS and everything that flows from that means  
that analogies between the DNS and the BCP/38-84 problem break down  
pretty quickly, IMHO.
