[Collisions] DITL 2008: is the raw data bucketed twice?

I'm wondering if the data in the 2008 RAW ditl is actually there twice.

Are the 200803* folders off of the icann (and other root operator) folders
combinations of the data in the named subfolders?  Should a process that is
walking all of this data choose one set or the other, and not both?
