I am also in favour of opening the list up to anybody who is interested. I don't think the restriction of "must be an operator" has any advantages, and I don't think there's any real use in enforcing such restrictions even if we could.

I would argue that the list is already open to anybody, just that the subscription process is a bit manual.

Any list can occasionally suffer from trolls and spam.
