I've only taken a quick look so far, but one thing I think might be helpful is
a checklist of local configuration that requires changing from the templates.

For example, if someone takes the templates and doesn't notice the placeholder
text in the db.hostname.as112.* files nothing would alert them to the fact
that their configuration is wrong.  There may be other bits of placeholder
config in there would silently do the wrong thing, rather than actually
generate an error or fail... and a checklist would help draw an op's attention
to them.

Even a consistent "# change this!" type comment that people could search for
would do it, I think.
