[as112-ops] New AS112 node (sort of)

Hi Matt,

Instrustions listed at page itself. But email address not working (last 
time when I tried):
"This list will usually be updated once every month, unless an email is 
sent to 112 -at- root-servers.org to notify us of a new node. "
