[as112-ops] Request to add home.arpa to AS112 repertoire

Dear folks,
Further to this, it is probably helpful to have a timeframe to work to.
Therefore, we are targeting delegation of home.arpa in one week, i.e.
for FRIDAY, 15 DECEMBER 2017.
We'll reassess the date if there are indications the domain is not
widely propagated by then, but would encourage all operators to
take the steps to serve this domain as soon as practical.
