I guess that's the core issue -- it's actually up to a list of independent, loosely-coordinated AS112 operators to make that configuration change, not the IAB or the IANA, and neither the IAB nor the IANA have a particularly good mechanism available to ensure that the result isn't a lame delegation (or, less optimistically, to identify the client populations for which it is definitively lame).

Anyway, I feel like I've said enough about all of this already so I'll be quiet now :-)
