[as112-ops] Guidance requested before bringing up new AS112 server

You don't need to get any permission, you don't need to coordinate. Mentioning it here is useful, mainly for community, so folk know you exist and can help if you have any questions, etc… 

The page at http://public.as112.net/node/10 says: 
"This list will usually be updated once every month, unless an email is sent
to 112 -at- root-servers.org to notify us of a new node. "

Doesn't hurt to send mail there mentioning that you are doing this (although I think the relevant folk have just read it here too :-P)
