[as112-ops] New AS112 node in Paris, France

The ISC node (AS1280) is seeing between 3-4 kpps today with some short
peaks to 5 kpps.  The MRTG graph shows a gradual decline in traffic
through December from a high of 8 kpps in November.

Collection of ISC's AS112 DNS traffic is available in SIE, though I
don't see anyone really currently interested in studying it.  If
there's a(n under)grad student out there looking for a project to work
on, categorizing the AS112 hits might be interesting, even if just for
their own experience.  If we find out that collecting the traffic is
useless, that's still good to know.
