[dsc] p5-DSC release 2.00

Hi,

The Perl library which resided inside the DSC repository have been moved
out into it's own repository and here is it's first release.

Most of the changes has to do with the release of DSP 2.0.0 and the
ability to specify which paths to use, see DSP 2.0.0 release notes for
more information.
