I was co-chair of the wg at that time. The problem was that there was a lot of hype to reserve new idn domains and make a lot of money to resell them. Think of any word/trademark/... in all other languages. This was already happening but with other prefixes/ways. So we (community) decided to have a "fair" process, randomized prefix, and "secret" so that everybody will know at the same time.
