[dns-operations] new tool (pdig)

	I had been long meaning to have something similar to dig that
would iterate through the authorities and make a bunch of measurements
of latency.  I finally got this quickly coded up in python during the
nanog/dns-oarc week and have posted it on github for others to use.

	feedback welcome.

	it will chase CNAMEs as well and example output is on the page.
