[dns-operations] NXDomain response in Brazil network

Thanks for testing.

It depends on the location of your probes. In our tests, most VMs on the
cloud platform are unaffected since they use the local DNS in the IDC.
However, many internet users in Brazil will be impacted, as their DNS
queries are directed to local ISP resolvers.
