[dns-operations] A problem with many ccTLD in Africa

Hi Stephane,

Thank you for the update.

We have some routing challenges preventing some DNS system to reach our 
infra.

We realized that to be the preferred route for many network operator and 
thus decided to isolate those NS in the meantime that we get that issue 
fixed with the relevant partners.
