[dns-operations] Authoritative name servers replying NOERROR but with EDE 18 ("Prohibited")

Hi,

It seems that the widely used software is probably BIND as per this 
issue <https://gitlab.isc.org/isc-projects/bind9/-/issues/3743>.

I too have observed many popular domain names have the same issue:
unesco.org
texas.gov
sap.com
gsmarena.com
jstor.org
archive.org
