[dns-operations] .VA tld has been intermittently wildcarded?

I'm Lorenzo Breda, I'm one of the current ops for the .va ccTLD. Thank 
you very much for the heads up.

We addressed and solved the issue. The three servers now return NXDOMAIN 
as they should.
