[dns-operations] Proposed Procedure for Selecting a Top-Level Domain String for Private Use

Greetings again. ICANN has just started a public comment period for a procedure to implement SAC113. This relates to DNS operations in that the end result will be a TLD that will never go into the root zone that can be used for private DNS.
