[dns-operations] TLD .law - non-signing KSK with referenced DS

Hi All,

      I can help solve the mystery here. The TLD .law is transitioning between registries, and moving to a new DNSSEC signer, so this explains the dual DS records (it's essentially a KSK rollover). This was also the purpose of the re-delegation, as the public DNS service has switched to the new provider (GD Registry) and the registry and DNS master will move in the next month or so.
