[dns-operations] Request for proposals for implementation for study of RSSAC028

Greetings again. ICANN has issued a request for proposals seeking a contractor qualified to conduct the study called for in Section 7.2 of RSSAC028, "Technical Analysis of the Naming Scheme Used For Individual Root Servers." The announcement is here:
