[dns-operations] CloudFlare public DNS IPv6 anycast high latency from HE in USA?

For CloudFlare public DNS IPv6 addresses:

	2606:4700:4700::1111
	2606:4700:4700::1001

I see unexpectedly high latency from two distinct networks in the USA,
where the common factor is plausibly an early transit via Hurricane
Electric.  From both networks (isi.edu in LA, and my home network in
NYC) these addresses appear to be routed to the Far East at 200+ms
latency (aparently to Thailand!).  Anyone else seeing similar results?
I think this is a recent change (perhaps a few days now)...  Not sure
whom to nag (I did ping Olafur et. al.), but perhaps the problem is
at HE or elsewhere?
