[dns-operations] DNS outage for multiple .MIL domains

For the four below, unable to retrieve the DNSKEY RRSet, so the domains
are not presently resolvable:

    https://dnsviz.net/d/jten.mil/YQ4aWg/dnssec/
    https://dnsviz.net/d/uscg.mil/YQ4abA/dnssec/
    https://dnsviz.net/d/militaryonesource.mil/YQ4ahg/dnssec/

For the last, the SOA RRSIG is wrong, and only one nameservers is
responding to DNSKEY queries, and via TCP:
