happily, that's not known about PLPMTUD (RFC 8899 & 8900). so right now
there's new hope, yet undashed. i would like to saturate a modern LAN and
future WAN with O(10^7) physical-layer packets, which will mean that those
packets will have to be up to O(10^6) octets in size. this can't happen
under the tyranny of 1500, nor of 1280 or 1232.
