[dns-operations] peak DNS traffic increases

We have evidence of this growth too. By analyzing data at the
authoritative server side (for .nl), we see one ISP sending 16% more
queries (Fig 5 in [1]) -- and this is covers _cache misses_, and it's
for one zone only.
