[dns-operations] open request for financial contribution to OARC data storage system

Dear OARC community,

Over the past year, our OARC system administration staff has worked out
a plan to replace the data storage system that provides a service to our
members to analyse DNS data, such as DITL data that has been collected
over many years and which makes longitudinal studies possible.  The
massive amount of historical data needs good care and with the new data
storage we can continue to provide the OARC community with a valuable
service.

In recent months, OARC has already received donations from community
members to finance the new data storage system.  Thank you very much,
these donations are very much appreciated and can be seen as an
indication of the value that members give to the service that OARC
provides to the community.

And while OARC's financial position is sound, we would like to call on
our members to look for opportunities within their organisations to make
additional donations to bridge the current gap in our data storage
budget.  We are still looking for $7.5k to $15k USD for our total
investment of $100k USD in the new data storage system.
