[dns-operations] Jabber Access During the KSK Roll

A group of operators and other interested parties will be watching the KSK roll from the xmpp:dns-operations at conference.dns-oarc.net chat room.  OARC has opened up the jabber server to outside connections, allowing public access to this persistent group for the duration of the DITL collection.

Note that a small number of external servers seem to be having issues connecting.  The root cause is unknown, but several people have found workarounds involving setting up an account on an alternate server, such as conversejs.org.
