It's fairly well known that Microsoft are using 25/8 as private address
space - it leaks out in Received: headers from Hotmail / Outlook /
Exchange Online. According to a thread on the mailop list in July 2016,
Microsoft has an agreement with the MOD about their usage of this address
space.
