People have attempted, repeatedly, to do this.  The problem is that
any time you do it, you risk losing out if other people don't follow
your lead.  And so far, the IANA root has never been broken enough to
induce even a tiny percentage of Internet users to break with it.

The Internet really is all voluntary interoperation.  People who think
it's about command and control don't understand it.
