Am I correct in assuming that this means that KSK Ceremony 31, scheduled for
18 October (unusually early in Q4, incidentally) will now be generating a set
of SKRs for 2018-Q1 of the same sort as KSK Ceremony 30 did for 2017-Q4? That
is, planning for a transition from stage D to stage E (but still allowing for
a further extension of stage D, of course).
