[dns-operations] Updating named.root for the mere purpose of updating it?!

Actually, I think Carsten may be referring to this file:

https://www.internic.net/domain/named.root

It may have been originally created by BIND's rootns.c, but is now
probably maintained in a different way by the root zone editor.
