Yes, I confirm..
It's rather slow to answer, but working.
[root at MILWH01 data]# time dig . ANY @a.root-servers.net | grep b.root

I suspect that you must have hit a magic window of time between the point where the root was rolling out everywhere. Can you confirm that you no longer see a difference?
