Just published, a new "domain names governance" RFC, about the
registry of "special-use" domain names
<https://www.iana.org/assignments/special-use-domain-names/special-use-domain-names.xml>
like .local or .onion.

It's only a "problem" statement, not a solution, so we won't have an
"official" .gnu, .eth or .bit soon.
