[dns-operations] Preparing resolver operators for the rollover

Hi, Thank you for useful documents.

At the very begining of those two documents, it is still said that KSK rollover 
happen on Octover 11th.  The date should be replaced by 'hopefully 1Q, 2018' or 
such.
