this shows again the bias toward tld data. there's all kinds of other 
off-island metadata needed to reach on-island resources. a correct and 
useful pre-cog cache will freshen entire glue chains above hot spots in 
your cache, and it would be best if it could be secondary-like so that 
small TTL's didn't require lots and lots of refresh events.

see "subject: opportunistic semi-authoritative caching" elsewhere in 
this archive for a more adaptive approach. which i guess i'd better 
write up in a hurry.
