PCH has a peer anycast at Chile of this IP, working fine.

While I’m not from quad9.net, I know the folks there. Did you send them a sample traceroute? Tuning anycast can be a challenge for some folks, and Asia has it’s own unique quirks in this regard as well.
With data I’m sure it will make life easier.
