[dns-operations] PacketQ project revived and v1.3.0 released

Hi all,

PacketQ, an analysis tool used to inspect DNS traffic, was developed by
The Internet Foundation in Sweden, IIS, and maintained until 2014. IIS
has now donated the program to the Domain Name System Operations
Analysis and Research Center, DNS-OARC.

Now under DNS-OARC management, v1.3.0 has been released and the license
changed to GPL v3.0. The software is compiled and tested on Debian,
Ubuntu, CentOS, FreeBSD, OpenBSD and Coverity Scan is used for code
analysis.
