Or, while .de, for example, does not make the full zone available
via ICANN's CZDS or equivalent, one can find ~7.4 million .de 2ld
sub-domains in

  https://scans.io/data/rapid7/sonar.fdns_v2/20170225-fdns.json.gz

out of ~16.2 million domains:

  https://denic.de/wissen/statistiken/

there are likely other public sources that can be combined with this
to yield a large majority of the domains.
